Well they should not be if Union City has banned fireworks, however most of those firework stands do have to have a city permitt to sale them.. check to see if they have one and if they do not, you can contact the police... Take from me (live in Lake Tahoe) our fire last year (Angora Fire) was started by some kids from the Bay Area whom brought up fireworks.Also it could be are they on the city line of like Hayward or Fremont doing this?
Your other option would be to contact the Union City Police and ask them if fireworks are allowed (as this is a city code) if the dispatcher says no, well tell them the location..

Its similar to the drug paraphanalia law, you can sell it, but you can not have or obviously use it. Very dumb law, it should all be illegal.
