Contests that are "members only" ?

Contests that are %26quot;members only%26quot; ? I want to hold an esssay contest through an online website. Is it ok to have certain contests be member only. I want to add more incentive to my paying members and also attract more sales of my memberships? Is this legal and also if so are there any problems that im not looking at with considering these sort of contests?
